The Grand Slam Winner Jerusalem will take place at the Givat Ram stadium, in Jerusalem, which hosted the European Athletics U20 Championships 2023.
Official Airport and Welcome Services
Ben Gurion International Airport is located 52 km from the Givat Ram Stadium. Upon arrival at Ben Gurion Airport, the athletes will be met by the LOC after clearing the customs.
Transfers are going to be provided from the airport to the official hotel.
Shuttles between the hotel and the venue will be available before and after the training session and before and after the competition, according to the schedule that will be published at the Information Desk in the hotel. The competition venue is located 10-12 minutes walk from the hotel.
The LOC will provide Medical Insurance for all the athletes for the duration of their stay in Israel. Hence each athlete is requested to complete a health insurance form and submit it to the LOC before 25.4.2024. This insurance is not compulsory, and does not include sport related injuries, flights, luggage, or other items. Athletes may consider purchasing any additional insurance.
A shuttle service will also be in place for athletes’ departures. As passengers have to be in the Ben Gurion airport at least 3 hours before departure – shuttles will leave the Ramada hotel at least 4 hours before departure.
Accreditations will be distributed with the bib numbers at the “Amnon Ve Tamar” room in the Ramada Hotel according to the following times:

Givat Ram stadium, Jerusalem
The main function of the center is to ensure a smooth liaison between the athletes and the Local Organizing Committee regarding technical matters.
The TIC at the venue will be located under the stands and will be open according to the following schedule:

Competition Venue – Givat Ram Stadium
Givat Ram Stadium and its surroundings are shown in appendix. There are 3400 seats in the stadium. A Stadium Map including location of field events is presented in appendix.

The Warm up area will be in the following site: Givat Ram Stadium
Training Venue
Athletes will have the possibility to train in Givat Ram Stadium according to the following schedule: Saturday, 18 May 16:00-18:00.
A weight-lifting room is situated in Givat Ram stadium under the stands.
Official Implements
The implements provided by the LOC (see appendix) are selected from those appearing on the current World Athletics approved implements list.
Personal Implements
Personal Implements shall also be allowed, provided that: They are readily identifiable and are World Athletics certified. They have been checked for compliance with World Athletics Rules – They are made available to all the other competitors until the end of the competition. Personal implements will have to be submitted at the TIC in the stadium on 18 May, the day before the competition between 16:00-18:00. If a personal implement cannot be accepted into the pool due to it not meeting the specifications or being unidentifiable, the relevant athlete will be notified through the TIC, with an explanation, and the implement will be returned.
Note: “World Athletics Certified” implements may include older models that previously held a certificate but are not in production any longer. In order to speed up the checking in of eligible personal implements, please come prepared, and consult the World Athletics list on the website (https://www.worldathletics.org/library) in advance to identify the implement noting its World Athletics certification number. If you do not find your implement in the list but you believe that it is/was certified, please contact the World Athletics Office at technicalofficer@worldathletics.org so that its status can be checked and confirmed to you and the LOC in due time. The athletes are now allowed to use models of personal implements which are also provided by the organisation. (WA rule TR 32.2)
Markers
Athletes will not be permitted to use their own markers during the Competition. Those athletes wishing to use a marker will be required to use the markers provided by the LOC at the event site. Officials will also provide adhesive tape for the relay runners at the track.
Relay Teams
The composition and order of relay teams must be officially declared to the TIC no later than 1 hour before closure of the Call Room for the event. Any athlete entered for any event in the competition may be nominated for the relay teams.

Competition Bibs
Each competitor will receive 3 personal name bibs. The bibs will be pinned to the front and back of the competition clothing, and to the athlete’s bag.
In jumping events athletes are permitted to attach one bib only to the front or back of their competition clothing.
Bibs must not be cut, folded or covered in any way. For 4*100m relay, each runner in a relay team must wear the bib with the official three-letter country code of their national federation on the front. These bibs will be distributed in the Call Room. On their back the runners must wear their personal name bib.
Warm up
Warming up will not be allowed within the main stadium. Athletes will warm-up on the warm-up track on the east side of the main stadium. For throwing and jumping events, during the final warm-up (following the Call-Room entrance), practice throws/jumps will be conducted at the discretion of the event’s chief judge.
Call Room
Entrance to the field of play will only be allowed after reporting to the Call Room. (Northeast side of the stadium, near the 200m start point)

Call Room Procedures
In the Call Room the judges will check the following in accordance with World Athletics Rules:
Personal belongings (video cameras, tape recorders, radios, CD players, radio transmitters, MP3/MP4, cell phones or similar devices) will not be permitted in the infield as per World Athletics Technical Rule 6. Competition officials in Call Room will confiscate all unauthorised items. Athletes will receive a receipt for any such items. Upon presentation of this receipt, the athletes will be able to collect such items from the TIC once their event has finished.
For Track Events – the athletes will leave their personal bags in baskets that will be provided in the Call Room. The baskets will then be taken by stewards to the Mixed Zone, to be collected by the athletes after the event is over. The athletes will enter the Field of play with their competition clothing only.
For Field Events – athletes’ bags will be checked in the Call Room, and unauthorized items will be confiscated, to be returned only upon leaving the field of play.
Entering and exiting the stadium
Specific Event Procedures
Starting Commands: The Starting Commands will be given in English.
In the 100m and 200m men, the final ranking will be a combination of the times in heats A and B.
The order of raising the bar in High Jump: 2.00 – 2.05 – 2.10 – 2.15 – 2.18 – 2.21 – 2.24 – 2.27 – 2.29…
Protests and appeals are permitted and will be processed in accordance with World Athletics Rule 8 of the Technical Rules or TR8.
In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by someone acting on his/her behalf or by an official representative of a team (World Athletics Rule 8 of the Technical Rules or TR8). Such a person or team may protest only if they are competing in the same round of the event to which the protest (or subsequent appeal) relates.
In case the appropriate Referee is not accessible or available, the protest can be made to him through the TIC. Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board).
If the final decision of the Referee is not satisfactory a written appeal can be submitted to the Jury of Appeal also through the TIC.
Any written appeal to the Jury of Appeal must be made in accordance with World Athletics Rule 8 of the Technical Rules or TR8 and signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee.
When submitting an appeal form, the appeal shall be accompanied by a deposit of 90 EUR, which will be forfeited if the appeal is not allowed.
The Jury’s decision will be provided in writing.
Physiotherapy Services:
The LOC physiotherapist will be available in the Hotel on Saturday 18 May. Athletes may pre-book a treatment through the Information Desk. The physiotherapist will also be available at the warm up venue on 19 May before and during the competition.
General Information
Doping controls will be conducted in accordance with World Athletics Anti-Doping Rules which are compliant with the WADA code in force since 1 January 2021. The controls will be done under the supervision of the European Athletics Technical Delegate.
Athletes selected for doping control shall be informed by anti-doping officials. Athletes will be required to sign a doping control notification form after leaving the Mixed Zone. Athletes have the right to be accompanied to the Doping Control Station (DCS) by a person of their choice. As per the applicable regulations selected athletes should report to the DCS immediately, exceptionally athletes will be allowed to proceed to the DCS when they are ready to perform the test. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCS. Athletes are reminded that refusal to provide a sample without a valid reason would result in disqualification and may result in further disciplinary action. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the competition.
Note: All athletes are reminded to bring their passports with them to the competition for identification.
Selection of Athletes
The selection of athletes for control will be made on a final position and/or random basis under the supervision of the European Athletics Technical Delegate. In addition, the selection of further athletes may be ordered at the discretion of the European Athletics Technical Delegate. All athletes setting World or European records must report to the DCS to provide a sample. Failure to provide a sample will result in the record not being ratified.
Additional Doping Controls
Athletes requiring doping control (e.g., for national record) may request to be tested by reporting to the TIC, where a “Doping Control Request Form” should be completed. They will then be escorted to the Doping Control Station. The cost of this control (sample collection material and analysis costs) is 590 Euro payable by credit card or cash.
The victory ceremony will take place at Givat Ram Stadium. All the winners (first places) of the different events will receive special cards for the victory ceremony, where they will receive medals. The winners are requested to gather at the entrance to the TIC at 20:50. Winners of events which will not end by that time (like the 800m) will be escorted to the ceremony immediately after their event.
Men: 100m, 200m, 800m, 110mH, HJ, LJ, DT.
Women: 100m, 100mH, 400mH, 2000m SC, TJ, JT, DT.
The prize money will be paid by bank transfer, within 30 days upon receipt of doping control results, and of an invoice from the Athlete’s Representative. Payment direct to individual athlete, will have to be according to local tax regulations deduction (25%).
